Has UPS explained how they believe they have the authority to do what that letter indicates? Seizing firearms is a federal offense unless they've got something special going on with law enforcement, isn't it? If the 'firearms' are destroyed, how will they have proof that UPS wasn't just reselling them to some political extremists or terrorists or nutjobs? The serial numbers of the firearms are important to some agency or another of the govt, aren't they?
