Why do you think the pieces of garbage at the ATF changed the wording again ? It was to entrap people, both the buyers and the sellers. It was written by someone who obviously cannot pass a fourth grade grammar exam. Fortunately there are people willing and able to stand up against this unlawful assault on law abiding businesses owners.
