Registration.

Pre-Castro Cuba civilians could own firearms, but the Batista regime had registration requirements, so the new regime knew where to go and ask (with a platoon of soldiers outside) "Give us your guns."

Same thing happened throughout Europe in the 1930s and 40s, and in then in the occupied countries, the Gestapo knew where the guns were, because of registration.

Most "revolutionaries" like Castro understand that the same method used to bring them to power can also remove them. The dimwits wearing Che t-shirts in America apparently don't realize that when Communists take power the first thing they do is make sure no one can threaten them. Many of the early Bolsheviks ended up dead in a basement, living long enough to see the "revolution" victorious but not long enough to cause problems when it didn't live up to the promises.
